Bill Rubin is a life long resident of Northeast Philadelphia. Born to Bill Sr. and Mary Lou Rubin in 1967, Bill was raised in Wissinoming, Pennsylvania with his brother Scott and sister Debbie,as a young man, Bill played many sports as well as coached Baseball and Football for the Wissinoming Boys club. Bill Graduated from St Timothy’s grade school. Bill Graduated from Father Judge H.S. in 1985.
He was active on many committees and clubs and rowed for the crew team.

HUSBAND AND FATHER Bill started dating his High School sweetheart Dolores Grady in 1985, and after five years, they were married. Bill moved to Mayfair after Graduation, and then to Lawncrest to start his married life. Bill and Dolores have been married for 20 years and have been blessed with two children Billy currently a Freshman at Roman Catholic H.S. and Nicole a Senior at St Basil’s Academy Bill, Dolores, Nicole and Billy have been residents of the far northeast and active members of the St Albert the Great Parish for the past 12 years. |

NEIGHBOR, COACH AND MENTOR Bill is a Panel member on the District Attorney’s Youth Aid Panel program, where first time juvenile offenders appear and are given an opportunity to change the direction of their lives, make up for their mistakes and become productive members of our Community. Bill is active in the Neighborhood. He has served as Athletic director, and is now the Assistant Athletic Director for St Albert’s C.Y.O., Head Varsity Basketball coach at St Albert’s for the past 7 years, and was a coach at Fox- Rok A.A. for many years. Bill is also a member of the AOH Division 25 |

PROFESSIONAL CAREER
Bill was employed with the City of Philadelphia prior to resigning to run for City Council, in the City Commissioners office since 1987. Bill started as a clerk and worked his way up to Supervisor of Elections. |

During his tenure Bill has been commended for his dedication to making sure every senior citizen and disabled voter who requires an absentee ballot was given the right to vote. Bill has conducted training sessions on the operations of the new voting machines to provide for a smooth transition from the old mechanical version to the new Electronic models. Bill served as the Vice Chairman and Trustee of the Philadelphia Board of Pensions and Retirement from 2004 until his resignation was also given to allow him to run. During his tenure Bill has been instrumental in giving the Board a new direction. When Bill was first elected to the board, the annual returns for the Fund were in the bottom 25% of all pension Funds with more than a Billion dollars of assets, when Bill left to run for Council, the Fund was ranked in the top 30%. Bill committed himself to raising the level of participation of Local, Women, and Minority Managers, which resulted in an increase of assets directed in this area from less than 5% to over 20%. This effort created jobs and opportunities for many well deserving entrepreneurs. Bill has dedicated himself to many pension related issues while serving on several Advisory Boards and Pension Committees throughout the Country. Bill has been a member of AFSCME District Council 33, Local 696 since 1987. Bill held the position of Parliamentarian for 3 years, shop steward for 14 years, and Treasurer for 14 years. As the Local’s Treasurer, Bill was instrumental in recovering over $27,000 dollars in misappropriated funds from his predecessor. Bill also computerized, and modernized the financial policies and procedures that governed the Local’s expenditures. Bill Currently serves as a Consultant to The President of District Council 33 on pension related issues. |
